We are experienced in finding solutions for planning problems on various levels: from the urban ag-glomeration Vienna to a range of smaller municipalities in the northern Burgenland.
In Vienna we elaborated essential contributions to the STEP05, the Viennese Urban Development Plan. On municipality level we assisted several municipalities in coping with long term development or settlement problems, we also guided them on their way to the digital era.

International Schools in Vienna


The offer regarding education is an important contribution to the acctraction of a city and is a crucial soft location factor. In the course of the study Vienna was analysed with respect to international schools, whereas two spatial levels were considered: on the level of the whole city the Viennese situation was compared to other European metropolis, on small-scale level location-based questions were dealt with. Basing on the results of the analyses recommendations for urban developement were deduced.

Upgrade of the Central Area of Simmering


The Viennese district of Simmering provides good high-level infrastructure and valuable potential areas from the viewpoint of urban development policy. Still in many aspects location advantages could not be put into effect until now. Especially the internal centers' structure, the redesign resp. reorganisation of existing building structures and the potential contribution of the Simmeringer Hauptstraße to integration and image building of the district has only been solved rudimentarily. A major challange is an intensive urban planning treatment of the central area of Simmering. Building on previous activities in cooperation with Architekten am Graben an implementation oriented concept was elaborated to upgrad the central area.

Platform for the Dialog between Urban Planning and Planning Science - Platform Urban Planning


The Management of the Viennes Urban Development Department innitiated a series of discussions, which led to the scientific exchange of experts of planning sciences and urban planning. RC was responsible for the organisation and pre- and post-processing of these events. Relevant topics as well as proposals regarding fields of activities and new creative approaches were processed into perspective recommendations for urban planning.

PIER - Positioning of Neusiedl am See as Public Transport Friendly Community via Installation of a Innovative Multimodal Mobility Hub


Within the framework of the umbrella project "Environmentally sustainable transport and tourism in sensitive areas, using the Lake Neusiedl - Fertö-Tó region as an example"in Neusiedl am See the Project PIER was set up, with the overall goal to implement a evironmental friendly multimodal public transport hub. Basing on a mobility and operational concept, which proposed a solution to connect the railway station „Bad Neusiedl am See“ and the nearby bus stops with the important destinations of the City (historic center, lake) for cyclists and pedestrians, a masterplan for the development of an urban harbour with a connection to the Neusiedler See was elaborated. In detail the areas concerned were analysed as regards real and legal aspects as well as two system models for the urban harbor were elaborated. In the masterplan the planned usages including quantification are drawn and described. The city harbor Neusiedl am See is supposed to house a watershuttle station, a yachtclub, a service center for sailing and water sports as well as a information and experience center "nature-water-cultural heritage". Furthermor, the current situation of the city bus and collective taxi on call ne'mo was evaluated and recommendations for potential adaptations were elaborated.

Analyses on Industrial Areas in Vienna 2008 - WBA 2008


Vienna aims at keeping the structural spectrum of its economy. The analysis identifies certain zones, which are especially suitable for such branches of industry, that cannot be mixed with other usages without conflicts (esp. manufactoring industry). Building on an extensive analysis and an estimation concerning required industrial areas, strategic recommendations adressing the planning authorities as well as the operative level were developed. In addition a proposal for a checklist was elaborated, which sets an uniform approach for conversion requests of production areas, which are not located within these zones. The analysis was elaborated including relevant planning departments, the Vienna Business Agency and the wohnfonds_wien. The WBA was accepted by the Viennese municipal council.

Reasonable Afteruse of Brown Fields


Starting point of this analysis was the assumption of the Viennese Chamber of Economy that in Vienna fallow production sites frequently are reused in usages with "higher quality", which means in usages that are more profitable. The study aimed at the identification of approaches to the problem of stakeholders and actors of urban development in Vienna as well as in other cities in Europe. In doing so, best-practise examples as well as problem solutions should be identified, which possibly could be applied in Vienna.

Preparation of the New Objective 2 Programme 2007-2013 (Regional Competitiveness and Employment) in Vienna


The new regulatory framework for the period 2007-2013 requires a more strategic approach to programming and brings about numerous changes as to the content and structure of future operational programs. Operational Programs will become more EU-objective driven and will become more strategic documents. The main focus will be placed on the description of the strategy and the priorities. The OP contains as main elements in general: SWOT, Strategy, Priorities, Implementing provisions, Financial provisions. The programming is designed as an interactive process with a Programming group supported by the experts team Regional Consulting as lead partner and ÖIR (Austrian Institute for Regional Studies and Spatial Planning).

Reference Analysis TU Vienna - Impacts on the Urban Structure in Connection with the Removal of the Vienna University of Technology


In the course of diverse development scenarios for the Vienna University of Technology amongst others a step-by-step removal was considered. In this study it was analysed, which changes regarding the urban structure of the environment had to be expected through the removal of this important function. In the process on the one hand impacts on the structure of retail and gastronomy had been analysed, on the other hand possible following uses were identified and potential changes of the local purchasing power were estimated.

ZEWISTA - Centers Structure and Business Location Development - regional contribution of Vienna to TECNOMAN perspectives


The quality of traditional city development was based on urbanistic models. This approach led to a discrepancy between provided real estates for economic use and the actual market oriented demand. Therefore, Regional Consulting elaborated two important new elements for city planning in Vienna within the project ZEWISTA: "The logic of a new central structure" and "A new program of location development based on types of demands and different types of locations in Vienna".

Strategic Development Plan 2020 for the City Neusiedl am See


The dynamic development in the city Neusiedl at the Lake needed to define a strategic development plan for its future position. Together with a local work group Regional Consulting designed a pragmatic steering instrument for the future city development. For the implementation five strategic projects were defined.

Impacts of the Vienna Economic Development on Urban Structure


The development of the economy led to new and transformed economic activities which resulted in a new demand for buildings and real estate. The study adressed the questions, which modifications of the Vienna economy could be identified and what the potential effects on urban development were. In conclusion recommendations for activities of the Vienna Planning Department, e.g. in context with the preparation of the new Urban Development Plan, were formulated.

GÜRTEL TRANSFORM - Strategic Project Gürtelmanagement


After the successful URBION Programme for the revitalisation of the western section of the Gürtel road ended 2000 a new process for the development of this important zone was needed. In co-operation with two working groups of city officials Regional Consulting set up an integrated programme for furter public interventions along the Gürtel road and presented the results during a symposium.

SERVUS! - Economic Re-evaluation of Transregional Structures of Building Structures in the Region Neusiedl am See - Mosonmagyaróvár


The main objective of the project was to arrange the cross-border exchange of ideas and experience concerning urban re-development. Identification and re-integration respectively recovery of the historical urban area structures and building substance were to be achieved with the project. Therefore, two concrete pilot projects were initiated.

Development Plan for the Urban Center Liesing


In 1999 the site of the Liesing brewery (10 ha) in the center of the rapidly growing 23. district of Vienna became available for re-development. In close consultation with the City Planning Department and the Municipal District representatives Regional Consulting produced the development plan for the substantially enlarged Liesing central area. Important results were the development plan for Urban Center Liesing and the design of the tender for the urban design competition.
