The essence of regional development projects is the improvement of the framework for economic growth processes with reference to protection of human beings and the environment.
Regional and international networking and the constantly increasing possibilities of information ex-change require regional development strategies which do not stop at administrative borders but follow a cross border to transnational approach.
In various EU programs there is the possibility to act on this level and thus contribute to the European integration and cohesion.

|
Building on the mission statement of the LEP 2010 (first phase) a strategy regarding the future spatial development of the federal state was elaborated in the second phase. In an intensive discussion and coordination process, where the relevant administrative units as well as important experts and key players were involved, perspectives and aims of an integrated spatial development of the Burgenland were captured and the spatial requirements resulting from this were agreed. Mission statement and strategy are the basis for the legally binding decree (Ordnungsplan). Together with mecca consulting RC was responsible for the elaboration of the strategy as well as the organisation of the process.

| WBA 2008 - Analyses on Industrial Areas in Vienna 2008 |
|
Vienna aims at keeping the structural spectrum of its economy. The analysis identifies certain zones, which are especially suitable for such branches of industry, that cannot be mixed with other usages without conflicts (esp. manufactoring industry). Building on an extensive analysis and an estimation concerning required industrial areas, strategic recommendations adressing the planning authorities as well as the operative level were developed. In addition a proposal for a checklist was elaborated, which sets an uniform approach for conversion requests of production areas, which are not located within these zones. The analysis was elaborated including relevant planning departments, the Vienna Business Agency and the wohnfonds_wien. The WBA was accepted by the Viennese municipal council.

| MATRIOSCA - Management Tools, Effective Relations for New Interregional Organisation Aimed at Strengthening the Cooperation among Regions in the Adria-Alpe-Pannonia Space |
|
MATRIOSCA-AAP aimed at promoting integrated and co-ordinated development in the territory of the co-operation area "Adria-Alpe-Pannonia". The project provided a unique forum for the co-operation of adequate members (in terms of responsibility, function and level) from 14 partner regions from Austria, Hungary, Italy, Slovenia, Croatia and Serbia. Regional Consulting deduced strategic objectives for regional development from former projects in this region, presented them to the project partners and ran a workshop to agree on them.

In the course of the project CENTROPE 2006plus lead projects were developed, which should independently be implemented by identified partners in the CENTROPE Region within the funding period 2007-13. RC was sub-contractor of the ARGE CENTROPE and responsible for field of "infrastructure, transport, environment and planning". Concrete a planning plattform should be established, which facilitates the exchange of information and the cross-border coordination.

The social and especially the economic conditions for the Federal State Burgenland have experienced major changes in the past ten years. With the elaboration of a new development plan the orientation for the further development were determined in this context. The development plan illustrates the objective of the State to be a top location and serves as the basis for sustainable economic and socially just development of the Burgenland.

| Centrality New - The Usefulness of the Centrality Principle / Central Places Concept for the Public Authorities |
|
The ÖROK (Austrian Spatial Planning Conference) is dealing with the Central Places Concept. This concept has been an approved principle and is a central element of spatial planning in Austria and is taken into consideration for location decisions of public authorities. But, in reality it can be observed that hierarchic structures basing on the central places concept are dissolving. In suburbs new forms of centrality develop (shopping centers and other shopping agglomerations). In rural areas functions of centrality are lost, due to the retreat of public services (post offices, district courts). The aim of the project was to find out whether the Central Places Con-cept still is applicable and has its authorization. Furthermore, additional new concepts (polycentric development) were taken into consideration and the connectivity to the Central Places Concept is analyzed.

| Revision of the Central Places System in Styria and in the Bordering Austrian Districts |

The INTERREG IIIB project CONSPACE (Common Strategy Network for Spatial Development and Implementation) aims at the elaboration of a transnational development strategy for the EU Future Region (Carinthia, Styria, Gorizia, Slovenia, South Trans Danubia, Istria and Primorje & Gorski Kotar). One CONSPACE work package dealt with "Elements of Balanced Spatial Development Planning of Polycentric Spatial Structures". In an according pilot action a re-evaluation of the Central Places in Styria was done. Additionally, Austrian districts bordering on Styria have been taken into consideration. Besides the relevance for the future regional development policy in Styria, from the resulting alterations also the effects of globalization and network economy on the one hand as well as the impacts of past regional planning / policy decisions could be made visible.

The aim of the project is to establish cross-border co-operation in neighbourhood programmes between Serbia, Hungary, Romania and Bulgaria. | GREMA - Cross-border Masterplan in Lower Carinthia

The project aimed at the elaboration of a balanced regional development strategy in the region of Lower Carinthia. The main focus of the project targeted spatial and transport development. The final strategy provides basic information for future location development in this region for the regional authorities.

| RESTBUL - Reassesment of Styrian Business Locations - regional contribution of Styria to TECNOMAN perspectives |
RESTBUL dealt with the assessment of future and demand oriented business locations in Styria. Starting with the identification of appropriate areas, several business locations were analysed and assessed. The project ended with a ranking and formulation of recommendations concerning the future development of the locations. RESTBUL was a regional contribution of the state Styria to the INTERREG IIIB CADSES project TECNOMAN perspectives in Focus 1.

| Development Perspective for the "CONSPACE region" (Sub-project WP6 of CONSPACE) |
|
The central objective of CONSPACE was to elaborate a common transnational regional development perspective for the CONSPACE region (Carinthia, Styria, Veneto, Friuli-Venezia-Guilia, Slovenia, South Trans Danubia, Istria and Primorje-Gorski Kotar). Regional Consulting elaborated the development perspective for the whole region with the planning experts from the partner regions. Among other sources, input comes from the pilot actions of the ten project partners. Their topics are enhancement and cohesion of planning tools and procedures, development of balanced polycentric spatial structures, maintenance cultural and natural heritage and the integration and upgrade of regional transport networks.

| Cluster Specific Analysis of the Business and Infrastructure Environment in Upper Austria, the (Western part of the) Czech Republic and Chemnitz-Zwickau (Saxony, Germany) - regional contribution of Upper Austria to TECNOMAN perspectives |

Objective of the study was to strengthen the knowledge base for improved economic co-operation of Upper Austria, Czech Republic and Chemnitz-Zwickau in mechatronics and automotive industries resp. clusters. The automotive industry and the machine building sector are strong economic segments in Upper Austria, the Western part of the Czech Republic and in Saxony, especially in Chemnitz-Zwickau. But the economic relations and the interaction of crucial stakeholders are under developed. The study consisted of a series of three transnational workshops and a study tour to RDAs in Czech Republic to foster cross border cooperation and internationalization.

| Perspectives of the Development of Business Locations in Carinthia - regional contribution of Carinthia to TECNOMAN perspectives |

The regional contribution of Carinthia in Focus 3 of the INTERREG IIIB CADSES project TECNOMAN perspectives deals with the identification and analysis of business areas that are of supra-regional importance in Carinthia. The overall objective ist the elaboration of a positioning paper for the future development of business locations. Via the identification of location factors, location areas that are attratctive to international resp. supra-regional businessescan be identified and thus contribute to the increased economic importance of Carinthia.

| BAER - CENTROPE: Building a European Region |
|
CENTROPE was the key project for the establishment of the Central European Region (AT, CZ, HU, SK) until the end of 2005. It contributed and contributes to sustainable cooperation that relies on a multilateral and binding framework. Existing cross-border activities were coordinated and future ambitions for more intense cooperation and new impulses were set. It dealt with topics from R & D, labor market and culture up to regional development and implies intensive PR. Regional Consulting was not just elaborating the regional development perspective for CENTROPE but also contributing to the set up of the institutional framework, PR etc. (in cooperation with Europaforum Vienna, VBA, Eco+ and Wibag - BAER consortium).

The urban and regional development cooperation Eisenstadt-Sopron including the villages Großhöflein, Klingenbach, Müllendorf, Siegendorf and Wulkaprodersdorf aimed at fostering and strengthening the ongoing bilateral activities in this region towards an agglomeration area in a sustainable way. Overall goal was the creation of an economically strong and for the residents attractive common living-, economy- and nature area with the twin-location Eisenstadt-Sorpron in its core.

| MAREMA - Best Practice in Managing Regional Managements |
|
13 partners different regions in Austria, Italy, Germany, Slovenia, Ireland, Lithuania, Sweden and Norway (INTERREG III C Zones NORTH, EAST, SOUTH, WEST, accession countries and third countries) cooperated within MAREMA network to elaborate best practice in Regional Management. On regional level partners elaborated custom made results according to their individual regional questions. On transnational level a transnational synthesis in form of a methodological handbook with reference to examples from the partner regions was compiled. The thematic guidance occurs in cooperation with eb&p, Umweltbüro Klagenfurt.

| TECNOMAN perspectives - TEN and Corridor Nodes Position Management Network II |

In the continuation of the INTERREG IIC project TECNOMAN 18 partners from different regions in Austria, Germany, Greece, the Czech Republic, Hungary, Poland, Romania and Yugoslavia elaborated strategies for future- and demand-oriented business location development that react to the socio-economic changes and the EU enlargement. On regional level the regions came up with solutions to meet the individual regional problems. On transnational level a synthesis on of the results was compiled. In the framework of these transnational activities a handbook of strategic demand-oriented business location development policies in CADSES node regions was established. Regional Consulting was responsible for project management as well as supervision as regards content on transnational level, and furthermore supported several regions in handling their regional problems.

| Multilateral Round Tables "Europaregion"

The aim of this project was to build up a solid base for the multicultural development of the Central European Region by holding a number of "multilateral round table"-meetings (MRT). The MRTs brought together the potential partners of the future European Region: municipal, regional, federal actors in Vienna, Lower Austria, Burgenland, South Moravia, Western Slowak Republic, Western Hungary. The joint definition of the goals of a future European Region resulted in a joint approach concerning the set-up and implementation of the Central European Region.

The activities focused on the creation and coordination of efficient and feasible development measures.

| REGALP - Regional Development and Cultural Landscape Change: The Example of the Alps. Evaluating and Adjusting EU and National Policies to Manage a Balanced Change |

REGALP was a research project in the 5. research framework programme. Together with partners from all Alpine countries possible changes in the cultural landscape during the next 20 years were investigated. The influences of European and national policies were evaluated. Based on the results of a cultural landscape analysis of the last 30 years and a policy screening and evaluation were elaborated. Policy recommendations directed at the European Commission, the different national authorities, as well as local actors and Alpine NGOs were formulated.

| Strategic Economic Development Concept for the Location Area Großpetersdorf 2010 |

This strategic project was financed by the WIBAG (Wirtschaftsservice Burgenland AG). Within this project a discussion forum was organised including all important economical actors in the area. A swot analysis and a long term regional economic strategy in the scope of the EU enlargement was elaborated and key projects related to SME networks were identified and designed.

Based on analyses of the transport development, spatial structures and cultural landscape this research project intended to predict the development of the alpine cultural landscapes in the context of Slovenia entering the European Union. After the estimation of risks and potentials regional development measures were elaborated.

| CCC - Cross Border Business Collaboration with Central Europe |

As part of a feasibility study for the creation of an institution to support cross-border collaboration of small and medium size enterprises - SMEs, Regional Consulting carried out a market study in the border region of the Czech and Slovak Republic, Hungary and Austria. The study researched and evaluated both the supply and the demand for SME support services with respect to cross-border activities in the region. The study's policy oriented recommendations analysed strengths and weaknesses of the proposed institution and put forward a number of critical success factors.

| TTECNOMAN - TEN and Corridor Nodes Position Management Network

TECNOMAN network facilitated the exchange of information and also the co-ordination of policies and projects regarding the development of nodes in TEN and Corridor areas - between Austria and Greece. The project involved several partners from Austria, Greece and CEEC. It targeted the development of a common strategy of spatial development among central and peripheral regions among EU and non EU regions.

| Sustainable Development of Cultural Landscapes in the Western Austrian Alps |

This research project was part of the scientific Sustainable Development of the Austrian Cultural Landscapes. It analysed the historical as well as the present development of alpine space as well as border-near cultural landscapes in Salzburg, Tyrol and Vorarlberg in order to develop scenarios and strategies for sustainable regional and cross-border development.
